I think, for the right person, you can get a good bargain there. Most of the housing stock is 60s and 70s vintage, so count on replacing a lot of the furnaces, A/C, etc. If you're handy and willing to do it yourself, more power to you.
The school district for both of those suburbs is 281, which has managed to maintain its rep, even as the demographics of the district have changed dramatically.
The big problems with Crystal and New Hope are 1) there's little or no industry, so nothing attracts people to live there, and 2) they're surrounded by Brooklyn Park/Center and Robbinsdale, three cities that are no longer desirable places to live. If you buy there, you're betting they can fend off that decay. I'm not sure that's a good bet.
If it were me, I'd stick south of 42nd/Rockford Road. North of there are a slew of bungalows and tiny lots.
