Loring Park isn't quite as filled with amenities as Uptown, or even NE/Marcy-Holmes, but it's not too far from a lot of things, and it's right downtown; Loring Park itself is wonderful, and would be a great place for walking dogs. And I love, love, love the Midtown Greenway; you could live in a building somewhere around there and walk through it to connect to Nicollet Mall. A very nice way to start the morning. Or do what my mother-in-law used to do; live in the Wedge neighborhood (also usually counted as part of Uptown, depending on how you define those specific boundaries) and be near everything in Uptown and still a pleasant walk or easy bus ride to downtown. She used to walk through Loring Park, through the Greenway, and then on up Nicollet to work. I do that walk with my son in nice weather just for fun.

Default apartments/town homes that allow dogs

downtown minneapolis is pretty loud, as is the heart of uptown. lots of noise, especially around bar close. but lake calhoun is a pretty area to walk around.

i had a difficult time at first finding a place that would allow dogs. i looked at the ree apartments site and they have locations all over the twin cities metro, most of which allow dogs. they seem to be right in your price range too.
