I think it really depends on where over north you live, sadly. I worked with a girl who said that she woke up one morning and her rear car window was shattered and there was a bloody hammer inside the back seat. She called the police who asked if anyone was hurt, and when she told them no they said there was nothing they could do and told her to clean it up and call her insurance company.
I think on the roughest blocks (Golden Valley Rd to Lowry Ave) the police response for "petty" activity is pretty limited. Of course, what is defined as petty in bad areas of the northside would be considered more serious in other areas. A lot of it boils down to the lack of police officers in the city. When considering how understaffed the MPD is, Minneapolis is a remarkably safe city.
