Yes the older part of town is indeed beautiful!
Outskirts i could care less for.
Also Mound is much better especially because its in a much better location.

I know this girl just like you she moved from Vancouver and wanted a small town west of Minneapolis. She was really looking for that small town feel but she moved to Waconia. Got sick of the Suburban development and moved to Mound and she has nothing but good things to say about the town

I think Delano may fit the bill here. Orono, last I checked, might be pushing over your kids/grade limit. Delano is consistently recognized for its academic performance, and offers athletics that are typically competitive without only letting the "stars" onto teams. In terms of academics - high test scores, good advanced coursework (more college in the schools VS AP, which I think is a plus). Kids always make at least the commended list for Nat'l Merit, if not better. Small town atmosphere, reasonable facilities, reasonable club/team offerings (competitive math team and science team).

My partner used to live in Mound, her main complaint was she nearly died of boredom...

Not quite within the 30 mile/minute mark (closer to 40/45 depending on what time of day), but I believe Waverly, Howard Lake, Winsted, and Buffalo would meet all of your other criteria. Delano would be a good option as well, although I don't think it has a central lake like the other towns. Waconia's a nice town as well.

It sounds like your partner needed to get out of the house more and find some friends. The area around Mound might not be a nightclub hotspot, but there is plenty to do there with all of the parks, beaches, lake minnetonka access everywhere, and the dakota trail passing through. There is a small downtown area with no big box stores, but most big box stores are only about 15 minutes away by car when people do want them.

Maybe there just wasn't enough shootings going on for her compared to North Minneapolis. I would gladly take "boring" over the maps below weekly, especially with kids, even if the shootings are "not on my block".

Heck, am I repeating myself? Sorry. Guess it's just old age.

Too bad about all the gunshots in this end of town. There are a lot of people here, and some of them have bad tempers and itchy trigger fingers. I've heard gunshots, I can't lie. Guess I should move somewhere so safe they don't even need shot spotters, say Virginia, Elk River or (http://www.kare11.com/news/news_article.aspx?storyid=522414 - broken link) Oakdale.

Nice links, but I doubt the worst week in all of the suburbs combined could top any of those weekly North Minneapolis maps.

Mound looks excellent for my taste. Screw the club scene that the women in their 20's can't live without. To me that's boring. Their schools seem to get high ratings.
