Why are the twin cities St. Paul/Minneapolis called the Twin Cities? How is this any different from leaving one town and going to another, they all technically touch? Someone explain please?

It is unusual for two (or more) cities of relatively the same size to share a border.

Cities of such size and importance to a state and region being right next to each other is rare. The largest city in Minnesota next to the capital of Minnesota, both being over 200,000 in population and similar in culture, history and geographic size.
