Can you cite an unbiased source that says this is a real reason? Or are you just spouting hyperbole?
It was a popular notion among conservative whites in the '80s and '90s so I think a lot of older people still believe it. Minnesota hasn't raised it's welfare payments since 1986 (not even to adjust for inflation), they are not particularly generous anymore. Combine that with welfare reform time limits and I would bet that almost nobody is moving here for welfare. Also welfare is for mothers with children, but black men move here too.
I would guess the main draw is that Minneapolis is safer than the ghettos in Chicago and Gary, and has better schools. Black transplants to the Twin Cities are disprortionately poor, young, and poorly educated, those are groups prone to high unemployment.

one question i have is how many blacks from out of state come to minnesota for jobs. i dont think its many. if you look at most college graduates and i dont have the exact numbers. a lot of em are going to the dc/maryland area and some atlanta. if we really want to recruit minorities. how about going to some of the historically black colleges to recruit college graduates.
Why is it the city's responsibility to recruit minorities? That, in itself, is a anti-white, racist comment. (We already have, and pay for, the nation's largest population of Somalians due to Minnesota recruiting them. It's been a massive drain on the state's resources.)
The blacks who are moving to DC/Maryland and Atlanta are doing so because those are known areas to be highly populated with black families. It's a comfort level issue.
It's not any city's responsibility to get more people from other cultures to live there. Each person, no matter their race, has the right to live where they choose. The jobs they get are, for the majority, about qualifications.

Actually, welfare has increased since 1986 in the form of how long people can receive it, the amount they receive and, even in who can receive it. I work closely with the welfare system.
I'm going to state facts here. Not opinions. The overwhelming majority of poor black families on welfare have been on welfare for more years than anyone else. It's generational in their families. They abuse the system more than others do. They very often obtain benefits, such as EBT cards (which include a cash portion) fraudulently. Many have more than one EBT card (which is illegal) and are known to sell their benefits for the money. They keep having children so they can stay on the system. They have no interest in getting OFF the system. They feel ENTITLED to the money and don't give a tinker's darn about the burden it is on tax payers. I've worked with many of these families for YEARS. They argue and play the race card to stay on the system. It's criminal and it's shameless.

so are you saying companies don't recruit college graduates? most colleges i know have job fairs where companies come to the college to interview new prospects. and the companies that do visit colleges arent always just local companies
They're speaking of specific dollar amounts, like getting a raise at work. They HAVE increased as far as terms go. However, the fact that the dollar amount hasn't increased since 1986 should NOT be a concern. It's not meant to take the place of a job or pay for any person's full living expenses. It's assistance. It's aid. It's TEMPORARY. I myself lost my job in 2008. I struggled with NO assistance from friends or family because they didn't have it to give. I did what I could to pay my own way. (Legally.) I ended up having to go on food stamps. They offered me more than I ever spent myself on food! (I spent the rest and took it to food shelves.) I took myself off after only two months. They kept trying to convince me to stay on the system. The welfare system is a big part of the problem. It's need a 100% overhaul.

Are you saying blacks aren't allowed to go to college? Are you saying that blacks are the only people who are poor or have faced adversity and hiring challenges? There are just as many, if not more, scholarships out there for minorities than there are for whites. Getting an education is an individual responsibility.
Just so it's clear (and for those who don't click on the link I posted above that goes back to my post on the subject a year ago), I am not racist. I have many black friends, in church and out, educated and under-educated, employed and unemployed. The majority of them are where my opinions on the subject come from. It's not about hate or prejudice. It's about (and this is from my black friends who are tired of getting a bad rap from the race card players)taking away excuses and self-pity and taking responsibility for your own actions and choices. Every person has access to education. It's harder for some, yes, but if anyone wants it badly enough, they'll make it work. Even homeless people have picked themselves up, gone to college and gotten jobs. Yes, there's prejudice out there and not every hiring manager is fair. But, it's kept not only blacks from getting jobs, but every other race, too.
