My wife and I are considering a relocation to the Twin Cities, with an interest in focusing our relocation somewhere near the light rail (not crucial, but it would be nice). The problem we are facing is finding a rental that will allow 2 dogs. One is a small Shi Tzu and the other is a German Shepperd. We are looking for a neighborhood that is family friendly, with a low crime rate. I am starting to feel hopeless in this endeavor, so I would like to get some insight from locals with an idea of how hard it is to find rentals that will allow 2 dogs. Any insight or past experiences will be extremely helpful!

St. Paul is very very dog friendly. I know the complex we used to live in, some buildings allowed dogs and some didn't.

Stuff along the Hiawatha light rail tends to be either very expensive or sketchy. The new one on University will be done soon, I don't know about housing along there. Some parts are better than others.

Look around in the East Nokomis area. We used to rent a house there and had 2 med dogs. Quiet, low crime and near the light rail. There is also the big dog park close by, if you have that type of dogs. If you can swing it you may have more luck renting a house vs apt with the GSD.
