I don't know...I would be pretty scared to have Carl Eller for a neighbor.
You don't tell the government how much you can afford, they tell you. It is usually about 1/3rd of a person's income.
There are parts of the neighborhood that I would walk at night, and there are parts that I wouldn't.

Carll Eller lives in an historic mansion on at least an acre in the Willard-Hay neighborhood- if you lived next door to him, you would likely be doing pretty well - all the houses on his street are beautiful, large, well-maintained homes/ mansions (much more affordable than similar homes in other parts of town, but not inexpensive by any means and most persons would likely have a hard time paying the utilities on homes of that size. The neighborhood mn born n raised is referring to, to my knowledge, is either an (pretty decent) apartment complex on the south side of 55, or heritage park, where average listing value right now is 200K.

I guess Eller's home is bigger than it looks - City of Mpls records have it as a 4 bed/ 3 bath, 4,500SF, .75 acre lot, EMV in 2006 was 434K, plummeted the past 2 years to current EMV of 351.5K.
Also, correction to my previous post about "Heritage Park" (e.g. Sumner Glenwood neighborhood) - with the inclusion of Intl Market Square lofts, average listing value in the n'hood is $299.5K

Minneapolis is very tame.
I was watching a show last night on TV, and the Officer said there were 14 Homocides in the SAME APARTMENT COMPLEX in the SAME year in 2008. This was in Kansas City, MO.
The show was first 48 on A&E.

That's Cabrini Green/Robert Taylor Homes-esque. There is nothing remotely like that in Minneapolis. The Riverside Plaza is disney-land when compared to public housing towers of other cities.

1/3 sounds about right because they a huge chunk of the other 2/3's
6.5% for the state on income
31% for the feds on income
6.875%for the state on everything you buy.
1% of your property value which often equates to 5-10% of income
Gas Tax at current prices is over 20%

True. One question I pose it why do so many people think of Mpls as being a mini-Detroit? Not everyone thinks like that, but I seem to come by alot of posts regarding Minneapolis as a scary city.

I thought that the Fed's don't take any income for the 1st x amount of dollars. Same with the state. I know my 17 year old daughter doesn't pay federal and state taxes on her $5500 income. When you figure standard personal deductions, then even more $$'s are not paid on income.
So many low income families don't pay much taxes at all. For that matter, even "average" income of $40K doesn't pay anything close to these rates. Using your numbers (6.5% and 31%) that is 37.5% for state and federal or $15K in taxes for a $40K family. I'd doubt they pay $5K total when all is said and done. Any accountants on the forum can chime in. Oh, don't forget about social security which does add up.
The last time I went through McDonalds, they didn't ask me how much I could afford to pay. If I didn't have the money, you don't get to work! While there are some who need the help because of situations beyond their control (and as a society we ALL want to help), there are far far too many people that are draining the system in epedemic proportions. When you get reduced housing, free medical, food stamps and welfare, you tend on having more kids beyond the under two per family average. Worse yet they don't pay into the tax system.
We have some tough decisions to make. But the current compassionate "plan" is making everything worse IMHO. Not only for the people who are really being taxed to death but the people on the system who lose hope by getting things for free. Gone are the days of personal responsibilities; especially in this fine state.
