I'd appreciated hearing any REAL world experience about the commute from the area of West St. Paul to basically the intersection of W Cty Rd E2 & 35W during the commuting hours of weekdays around 8am and 5pm. I've done the google maps thing (we all know how much THAT lies ) and have driven it, though not during those times. One of us is going to be working in that area and we're in the midst of a housing search and are kind of taken with that west side of West St. Paul

Like you've discovered, it really depends on the time of day- that is the busiest time of course. You'll probably be going against the major flow of traffic which will help. 52 north can get really backed up during rush hour because of the interchange with 94- hopefully once the construction is finished it will be faster. So you might want to consider taking 494 to get there and taking 94 home. This of course depends on where in West St. Paul you settle- if you're on the Southern end it makes more sense to take 494 both ways.

For that commute I would probably take 35E until 52 is done, especially if you are near that side of West. St. Paul. Smith Ave or 13 over to 35E...just depends on where you are and time of day. I would plan on 30 minutes, again, depending on where in WSP you are.
