A neighbor is taking ESL classes through the Roseville school district and also through Hamline University (I think). She's really doing well with them and I've been impressed when she recently asked me to help her with some homework: it was in-depth and rather complex (she's been taking classes for nearly 2 years now).

Slig, here's Minneapolis ABE website:

Adult Basic Education (ABE) (http://commed.mpls.k12.mn.us/ABE.html - broken link)

Mpls ABE ELL (English as a Learning Language) programs, although something seems to be wrong with this webpage, it's not as organized/ indepth as it should/ used to be:
English Language Learners for Adults (http://commed.mpls.k12.mn.us/printview/2b14a832-41ab-484f-9965-5f537402837a.html - broken link)

In Minneapolis, the Lehmann Center on Lake Street has probably the best reputation; however, they have had probably more demand in recent years than they can keep up with so there might be a slight wait for persons to get into programs (few weeks generally I believe) and if there are other sites that have fewer students, the person you refer may have more of a chance of better one-on-one instruction (although Lehmann does do a very good job despite the high demand they get). I'm not remembering the website that has all Metro area ELL programs but there is a network so if you were to call one and ask about schools in the area of the person that is interested, they would probably be able to refer you to one close by.

In St. Paul, I have heard very great things about ELL programs at Pratt Community School (Pratt Community (http://schoolchoice.mpls.k12.mn.us/report/pratt_community.html - broken link)), I don't think they have a ton of classes that they do here (or how much they're doing now) but this is a very good school. Other larger ELL programs in St. Paul include the Hubbs Center which I think is fairly reputable and they seem to have a larger program here - here's their info:

Hubbs Lifelong Learning Center
1030 University Ave W
St Paul, MN 55104
(651) 290-4822

Hope this helps - I'm curious, are you referring someone to ELL classes - if you know what neighborhood they live in, or what hours they would need, that would be helpful. Also, there are a lot of programs in the area that are culturally specific. Although these do have a lot of value, in my experience it is best to have a native English speaker teaching ELL courses (but that's my two cents- I wouldn't want to be taught another language from a non-native speaker myself).

forgot to mention - when you call the Minnesota Literacy Council hotline (Minnesota Literacy Council - Services Available to Minnesota's ABE Programs) they can tell you about availability/ class sizes in suburban and urban ABE programs and then make the best referral to meet your needs.

I know that Minneapolis has a lot of great schools. Especially, Jenny Lind and Andersen. (These are Elementary schools)

What about in St. Paul near St. Paul Campus? I'm trying to find classes that are relatively easy to get to by bus.

That's completely untrue by the way. When my wife was taking classes alot of her classmates were from various parts of Africa and Asia.
