Mpls SW, late 80's. Yes, lot's of us chewed, especially hockey players, but lot's of guys in general. It was not allowed, but lot's of us did it anyhow. Me, I just swallowed, never needed a spitter.

We did all the time in baseball.
You probably didn't see it because guys who did don't go around advertising it, because it's prohibited. Definitely in classes with minimal supervision, like metals or wood shop, or gym outside guys did.

Rural southeastern MN in the early 2000s, and people definitely weren't doing any form of tobacco products at school. I know a few people smoked (elsewhere, not on school grounds), but if anyone chewed tobacco I was not aware of it.
