The area right around the Mall is fine. I would either stay at the Country Inn and Suites right behind the mall or at the Lodge at MOA. It's a little confusing getting from the Lodge to the mall but once you do it you will figure it out. The Lodge has a great indoor waterpark. The Country Inn is very convienent to the mall. If you are flying into town you can take a free shuttle from the airport and never need a car.

Then from the Mall you can take the light rail to downtown Minneapolis. So yea you shouldn't need a car at all.
