Simple, non-partisan question. Why are we allowing people to select up to 6 choices for St. Paul mayor, and is this a new thing?

The Confusion Around Ranked Choice Voting « WCCO | CBS Minnesota

not sure that answers your "why" question. some of the reasons touched upon seem a bit more hopeful than anything concrete.

Yeah it's just a rank choice voting system, which I find to be a good thing. I'm unable to explain exactly how it works, but just have an idea of who would be your first, second, etc choices for mayor. Do they really have you rank 6 candidates on the ballot in St. Paul? That seems a bit excessive, I know in Minneapolis we rank our top 3 choices..

It sounds silly. How did we ever get along for (since St. Paul was founded) however long without "ranked choice" voting.

This website helps explain how it works and why it is used.
Ranked Choice Voting / Instant Runoff- FairVote

Some cities have switched to this system as it seems to be more fair and democratic, and in my opinion it is. It's supposed to allow for underdogs to have a chance too, instead of people voting for one person because they think they are the only one who could beat another specific person. Now if only we could get this system implemented in presidential elections, it would likely wipe out the ugliness of the presidential election process and better reflect the opinions and values of Americans...

Who came up with this kind of voting system? When and where in America did it start?...at local and state levels, school board, or what?

EDIT: as I suspected, there are political motives behind a change to this sort of system. If you can keep up, it explains it here:

There may be a specific political motive in Maine's case but generally the impact of ranked choice voting benefits 3rd parties and is a threat to the two-party domination of politics. To my knowledge, ranked-choice voting in Minnesota has only been implemented in Minneapolis and St. Paul municipal elections.

And perhaps not ironically those two places are the most liberal in the entire state.

I didn't know much of the history, but on that same website from my previous post, there is a brief American history of this system A Brief History of Ranked Choice Voting - FairVote

I believe there are other countries which use this system as well, though I'm not sure if it originated here or in another country.
It seems that most of the political motivation with this system is just when one of the two major parties get mad that this system will make it harder for them to win positions in the given election. But that's part of the whole point, to reflect what the population actually wants instead of being stuck voting for one candidate between the two parties and falling into the "lesser of two evils" situation.
