What's the richest/newest city in the west metro?
Is it Plymouth now?

The richest and the newest are pretty much mutually exclusive. Edina, Wayzata, Deephaven, et cetera. are the richest in Hennepin County; the newest are Corcoran, Dayton, Rogers and other more rural areas which are seeing alot of development. Plymouth is neither the richest nor the newest.

The further you go out from the city, generally the newer the construction will be.
per capita income by the 2000 census:
Wayzata $63,859
Edina $44,195
Minnetonka $40,410
Eden Prairie $38,854
Chanhaseen $36,008
Plymouth $36,309
