Gated communities are far more common here in Atlanta, but there's a reason for that: home invasions and similar types of activities seem to be far more common down here than I remember them being in the Twin Cities.

Yeah, I have a sister inlaw in Atlanta and just moved back to Minnesota from Florida myself.
In Florida I could see 4 other gated communities from the balcony of my condo inside a gated community.
I wouldn't walk around outside the gate at night in Florida and I was in a "good" area. Some people were still robbed inside the gate at night. In Minnesota I feel just fine walking around almost anywhere with the exception of a few small "bad" areas.

Gated communities are very popular in many of the suburbs of Phoenix. It doesn't seem to have much to do with safety, but more of a way to make their homes/lives seem a little more exclusive. It tends to be a status symbol, rather than a practical issue here. Honestly, you can get into any gated community at any time - I have many friends who live in them, and often instead of typing in their codes, I just drive in behind someone else. Sure wouldn't make me feel any safer living there!

We lived in a gated community in Scottsdale, AZ. Just like the 'feeling' of living in a gated community. You know everyone there, your kids go to the same school, etc.

You will find that here without the gates. Most neighborhoods are like that here.

I think you will find foreigners in pretty much every neighborhood around the twin cities metro area. You won't find 'one' area where they 'all' live.
Just a word of advice, if you come into Minnesota with an elitist attitude you are going to have a hard time fitting in.

What do you mean by elitist attitude?

I don't live in these places, nor have I tried to infiltrate them in any nefarious way, so I cannot personally assure you how safe they are.
The city/neighborhood where foreigners/expats live? Phillips neighborhood and Cedar-Riverside in Minneapolis come to mind...oh, did you mean rich expats? My best guess is that they "blend" with the native rich in their natural habitats, instead of occupying their own expat part of town.
Good luck with your search.

Oh no, I can tell you know NOTHING about gated communities, in AZ, CA there are lots and lots of gated communities and they are NOT 'luxury survivalist bunker compound'.
