Friend/Family cuts down the pool of candidates to a manageable size, and they are more likely to be qualified and be a good fit because of prescreening by the referrer. Public advertising would bring in thousands of ex-Walmart greeters, used car salesmen, and other marginally qualified types looking for good union wages, and you're more apt to accidentally hire someone who can talk a good game but not perform, someone who'd be hard to get rid of because of union rules.

But wouldn't there already be a large candidate base from earlier layoffs? You'd think Ford would go through those first, and next look at those layed off from other cities who are willing to relocate.
