Here's some kind of rant about the list in Monocle and detail into how they came to their conclusions I guess.
FT.com / Columnists / Tyler Brûlé - A league table of liveable cities

Monocle actually has detail about that here ( The world's top 25 most liveable cities - 2008 [Monocle] ) however the article is only open to Monocle subscribers.

dont let the people in the 6th district hear about this, or anyone that listens to jason lewis, to them mpls is a liberal dump overrun by crime. thats what i love about this show. jason lewis the tough conservative talking about how he was afraid walking down nicollet avenue. no wonder they run to the exurbs and stock up on guns

That rules. I love Minneapolis. It's a beautiful city. Sometimes, it's the simple things that make it so. For me, it's the many parks, and street after street lined with mature trees. Those are two assets that the city has maintained throughout its history, and it's a better place for it.

Not knowing the methodology, it's hard to say exactly what this means. It's interesting that we're the only American city on the list besides Honolulu.

But for us to make it that high on a Euro-centric publication is rather impressive. The US is the country that some Europeans (and especially their media) love to hate.

I can't comment on this since Minneapolis is the only city I've been to/lived in from the list. I like it here though.
