If we are going to look at such figures, we should keep something in mind: some areas of the city draw a lot more people from outside the neighborhood than do other areas. Uptown, for example, with destination restaurants and lakes draws a lot of people from the surrounding region and from other parts of the city. A strict crime/pop total analysis would not factor in "tourist" traffic, and would likely skew totals significantly. The crimes that follow people/tourism would be counted, but not the total people impacted by the crime because "tourists" are not part of the population totals.

Tourism is one thing to consider. Crimes that tourists committ aren't always considered.

Axiomatic, but true. No category of crimes are always considered. However, crimes committed by tourists are counted against the location where they occured, causing somewhat skewed crime/population data.

Same goes for Crime that isnt reported.
If your shed in MPLS is broken into and a chainsaw is stolen are you going to really call the police and file a report? If you do you are retarded, because nothing will ever come from it besides wasted tax dollars on having an officer come to your house.
My window on my car (passenger side) got broken, nothing was stolen and i didnt report it. Not worth it.

I'm not sure if I follow your point...are you equating 'larger amounts of people coming to an area and thereby throwing off the crime/population ratios' with 'unreported crime'? For our purposes, I don't believe they are comparable. There is no reason to suppose 'unreported crime' varies significantly from one area of Minneapolis to another, but there is definite reason to suppose that some areas draw people into them than others. More people = more crime, so if you just consider the permanent population when doing a crime/population calculation, it will be skewed.

For the record, the murder count thus far in 2008 is 32 (the latest murder being on Nov. 6). The final murder counts for 2006 and 2007 were 60 and 47 respectively.
