Smile SE Como Neighborhood 1st time NRP Home Owner Funds Available?

Hi,
As a U of MN graduate, I'm looking to buy a home in the SE Como area near the U of MN and I'm a 1st time home buyer. Are there any NRP funds still available to someone like me who wants to move and own a home in the area? If so, where do I go to find out about it?
