If you're coming from NYC I doubt you'll be bothered by the level of noise in Uptown. Granted the specific block noise can vary, in part due to particular block tenants. If you have partying neighbors it could be a problem, but overall my experiences (although I have never lived at 24th and Harriet specifically) with Uptown is that it's still pretty quiet compared to many other American urban neighborhoods. It's not necessarily quiet by Minneapolis standards (it's also more densely populated and has more stuff going on than many other Mpls neighborhoods), but unless you want total silence I don't think you have much to worry about.

24th and Harriet is quiet enough if you want a semi-reasonable rent and want to be near uptown and downtown (there are other areas that are more convenient to the U though). Harriet Ave is a narrow (for Minneapolis) residential one-way, and 24th St is a semi-busy 2-lane through street. It's two short blocks away from Lyndale, which is a busy 4-lane through street. If you're not next door to a constant party apartment/duplex (and there are a couple around there), it's certainly worth consideration.
