Yes, the
Central Corridor LRT line will be going through University Avenue to downtown St Paul. As you can see in the link I posted of the rail map, it will go through a good number of St Paul neighborhoods, including: Midway, Frogtown (Thomas-Dale), the capital area...and it would also affect Summit-University, Merriam Park...etc...
Generally and briefly speaking...Midway, Frogtown and the Capital area are very diverse -- Frogtown in particular is home to many South Asians. The residents are generally lower-to-middle income. Summit-University and Merriam Park are for the most part middle and upper income.

this one out -- it's a link with profiles of all the neighborhoods in St Paul. The information is outdated (it's based on the 2000 census) but it will still give you an idea of what these areas are like. I can't seem to find anything more recent -- if anyone has some better sources, let me know.

Also, may I suggest driving or taking the 16 sometime and just ride down University Ave. You'll get a feel of what these places are like yourself.
