Yeah of course. I wouldn't walk outside and say "Gosh it's so warm out" but 60s are nice enough to just be outside without even thinking of what temperature is.

I've seen 60 degrees in MSP in January.

That's pretty interesting, considering the record high in January is 59. The warmest it got this January was 32.
