Closest MN city to Thunder Bay, Ontario? Depending on what you call a city, Hovland, MN or Lutsen, MN (which are really small towns). If you are thinking more a place with some population, then Duluth.

Minnesota isn't that close to Toronto. Minneapolis is almost 1000 miles away from Toronto by road, and Duluth is almost 900 miles away.

Do you want Toronto, or Thunder Bay? I could have sworn you initially asked closest to Thunder Bay, and I see you edited your post.

In any case, as mentioned above Toronto is a pretty vast distance to MN. To answer your question, however, the closest city (again dependent on what you are calling a city) would be La Cresent or Winona in the SE part of the state.

Unless by "closest" the OP means most similar to Toronto, in which case the answer would be Minneapolis.
