The reason Duluth has it's own section is because of the insanely long and repetitive conversations about what restaurants and stores/businesses need to come to Duluth. Beyond those and the pictures, there isn't much more being discussed about Duluth than there is about Rochester. People in Rochester in general don't obsess about what needs to come here.

The moderator could create a separate forum, but probably till the redevelopment gets into full gear, FEW people will be asking anything about Rochester. Not much going on there except Mayo and IBM. Like a "two company town". This is not true of Duluth.

The moderator has no control over the creation of boards--the owners of the site do all of that and it's done based on statistics....
