I have lived all over the Twin Cities, and Duluth. I'd pick the Twin Cities, but that's because of my own preference. Duluth was amazing though.

The cost of living is OUTRAGEOUS in Seattle. I would take the twin Cities any day over that rat race. I lived there before it got so bad. It is a nice city with a lot of good amenities. but traffic sucks so bad.

I live in Portland now and I am starting to hate it. It is getting way to expensive to live and traffic gets worse all the time. luckily my job is only 10 minutes away and i work nights.

I would love to live in Minnesota maybe Rochester as it is a smaller community but still close to MSP.
