Just an FYI, Silver Bay isn't a tourist town, with zero homes in the city are actually on the lake, you can't even see the town from the highway. Mining is the only industry, thus houses are way cheaper then typical north shore places. Housing on the north shore goes from $50k to $3-5m. Much of it is vacation homes of Twin Cities residents. Lodging up there can be quite expensive.

I would add Red Wing and Winona to your list. Very nice towns, scenic too. They are on the Mississippi River bluff, so many trails are quite steep, but you will also find an abundance of trails that are level.

Last time I was through Walker, MN, I found it really nice. I had not been there in years.
