I once read on the internet that a neighborhood in White Bear Lake experienced one of the highest average house appreciation in the country.
Here is the website in case you're interested:

White Bear Lake is an odd sort of town. One one hand there are areas are some of the most expensive in the Twin Cities and then other areas that are very blue collar. Schools are ok, location is great. If you have school aged kids and want that general area, Mahtomedi schools would be a better choice.

Way back in the days of streetcars, White Bear Lake was the end of the line. Kind of a day trip and lots of the well to do people had summer homes there. Lots of expensive homes on Manitou Island and around the lake and in the city of Dellwood east of the lake. Most of the homes in the area are just average. Lots of older homes ('50's era) in the area.

seems like the whole south side of the town was built by the same builder (Bacchus homes). So they are all alike in some way and they were built in the 1960s. I find them kind of small, but remodeling should make them a lot nicer.

White Bear also has a sort of artsy renewed downtown area. With some specialty shops, cafes, and a killer bakery. I think it's Wouletts or something close to that.
