Can't be positive but the two tube-shaped components in the upper compartment look as though they may be evaporator and condenser sections of a chilled water system. One appears slightly larger than the other which could be the condenser section. Not typically what you would see for a freezer or refrigeration unit but more in line with comfort air conditioning which doesn't make too much sense considering the location. I am not too familiar with ammonia systems and they were more common in the older days and may have delivered cooler temps for perishables.

In front of the barge it says Duluth Minnesota, just figured someone from the area might be able to recognize it.

Looks to be a lot of copper left on it still. If those are condenser/evap bundles, they are full of copper too. Must be somewhat isolated.
