You can get a copy of her birth certificate at the hospital she was born at. A new social security card can be issued at the Social Security Administration. Driver's license replacements are issued at the DMV. I would contact those three places right away and find out how they handle that situation, I would think the DMV still has her photo in their system and can compare that to her to determine who she is. Either the Social Security Administration or the birth hospital may have finger prints on file which can be compared, otherwise there is the possibility of providing a notarized statement/and or a witness in order to prove identity.

First step is to get a birth certificate. You can order one up from the county where she was born. From there, you can replace the other items. This will be time consuming and probably have some costs. Make sure you cancel credit cards ASAP if you have not done so already. Talk to the bank about what needs to happen to further protect her. Consider an identity theft program that will allow you to monitor credit activity going forward. Check voice mail on the cell phone too. Maybe somebody found it and left a message.

Hard to know what the theif intends. Assume the worst and hope they just took the cash and chucked the rest. This is fairly common.

Going forward, it is very risky to cary birth certificate and SSN card with you. Generally you do not need these items unless you are getting a passport or a new job.

That's what I was thinking, this is usually not a good idea. Copies should be made of all these documents so you always have a back up anyway. Keep originals in a lockbox and only carry them on you when absolutely necessary.

Does she have an old license, she can use that to get a new one. Otherwise she'll need to order a new birth certificate. Call the SSA to see what to do about her number.

Watch her credit report forever, with her SSN stolen she could have problems.

That's too bad. I hope you canceled all her credit cards, changed the account numbers, and contacted the credit bureaus. ID theft is no joke. I don't think they can do much with the birth cert.
