Moving to owatonna,mn...seeking advice or suggestions (Duluth: live, relocating to)

I might be relocating to Owatonna, Minnesota from Kansas City, Missouri in the New Year and I was wondering if anyone had any advice for me? I've lived in the midwest most of my life so I'm used to the weather but I've been chronically ill for the past 12 years, which has made it impossible to hold down a job of anykind. Does Minnesota have a good welfare system because Missouri isn't the best? Any information would be greatly appreciated. ~Thank you

First, let me say sorry that you've been ill, but:

I don't think you'll get favorable responses when saying you want to move here because of our welfare system. Our state has had enough of that, I'd say. So many people I speak to here in the Duluth area are not very happy with people coming here for welfare.
