I've only been through monte a couple times but yes, there did seem to be a big Hispanic population, especially for a small, Minnesota town.

on hispanic that moved here n is starting a bakery/restaurant said that there is about 1000 hispanics living in Montvideo

We've traveled a lot in that part of the country and we have lots of relatives in that area, too. One year we stayed back in that general area for several weeks, in fact.
Montevideo had very friendly people working downtown (antique store, in particular) when we were there shopping. As far as diversity, I did notice that there were many Hispanic people in the town. It reminded me of how it is where we live, in California.
I liked the fact that it was diverse, it felt more like home to me. The surrounding area is full of tiny towns that are very white.
I did notice though that the clerks at Walmart were as unfriendly as they are here. It came as a shock as in the surrounding towns the clerks at all the businesses are so overly friendly.
