Yes,it is. Village Entertainment and CBL Associates got into a feud over high rent issues. And the feud let to CBL closing the only cinema in town. And local leaders have discovered that the high end cinemas aren't interested in this port becouse of its stagnant population. Not to mention the overvalue real estate. Plus businesses are closings. Ryans restraunt was the latest victim due to bankruptcy. Also high gas prices is another factor.
As for the movie market here it has shifted to Jackson.

Here's another fact that has come back to haunt to Vicksburg.
Number one Mayor Laurence Leyens has been turned down by a number of housing contractors. His family which owned the Valley also blocked Sears Warrenty. The once powerful arrogant mom and pops who kept out competion have generated a negative business image. Perception is everything. Now the main complainers have been from Commuters who they're trying to draw here but they lost that battle to Madison and Clinton which offer better.
The mall doesn't have any high end stores. And with suprime mortgage in play now-over several hundred homes have been foreclosed upon. Don't let the local realters fool you. Where housing prices have dropped in Jackson Metro area--this port real estate has gone up due to construction. Also this retail price of gas is high here. There isn't competiton in this market either. Seflishness is what runs this port. And they ever wonder why the high end retail and restraunts don't want come here?
Just becouse you beautify community u expect business to come. It doesn't work that no more. Also from here there is migration to Madison and other communties to the east of here. And with the money leaving here u have some selfish people upset becouse they cant' do nothing about it no more.

Here's another fact:
don't trust the realtors at all around here. Houses are overpriced and some aren't worth buying. Some realtors are acting like there isn't no subprime mess or a real estate bubble. Don't believe any of them on what they say. Realtors here haven't sold homes at all. And over 400 housing forecloseures have already happen. Some of the closres are documented on various foreclosures and Realty sites.
One fact that has surfaced is the Mayor has been turned down by a number of housing contractors. Houses here go for 125,000 to 200,000 but with the housing bubble in affect I suspect they're worth less than appraiser's price.
One would be better off in Jackson metro area. Prices are cheaper. And there's a migration taking place from here to Madison,Gluckstat and Brandon.

You can ride horses in the military park which is full of hills and ravines.

Thumbs down Run in the Other Direction

What a HORRIBLE place to live. I moved from up north to Mississippi a few years ago and settled in central MS. About 3 years ago, I relocated to VB. What a mistake! Half of the population are meth addicts, people break into homes like crazy, they steal everything that isn't nailed down (and even then they might bring a crowbar), and it is very corrupt. If they don't know you or your family, you can forget about it. Same with getting a job . . . it's all about who you know. Yes, the military park is nice and there are some lovely antebellum homes. Other than that, it's a terrible place to be. Glad I'm getting out.
