Anywhere near the Iowa border. Missouri around I70 on south has a Upper South climate. Just not going to get a ton of snow every winter.

Or go down near highway 60 in Missouri. Will be depressed most winters with lack of snow but make up for it with ICE!

Looks like according to Wikipedia info (hopefully reasonably accurate), Davenport averages about 30 inches of snow annually, and both Kirksville and St. Joseph, MO a bit less - 19 inches and "12 to 20 inches" per year respectively.

Let us know what you decide on, and take other factors into consideration too!
