My car came from Kansas and lacks the front plate mount. Being a car guy, I believe the aesthetics of the car are significantly better without the plate and mount, so I have made the personal decision not to install them and take the risk. I have gone without the front plate for 13yrs (and yes, the whole time I drove the same car). I have
never been pulled over in Springfield for not having it. Most likely you won't get pulled over unless you're doing something else wrong and then they'll just give you a verbal warning, "by the way, you need a front plate". I
have been pulled over in Clever for "looking suspicious" and while they were at it, I was issued a fix-it ticket for the front plate. I stuck the plate on the bumper with some 3M double-sided tape to get them to sign off on the ticket, then yanked it off as soon as I got home.
As far as the new plates go, I don't care for any of them. They are still bluish, greenish pastel colors on a white background and looks almost just like the current plates. The plates don't have personality any more. I drove from Springfield through IA, SD, ND, all the way to Winnipeg, MB Canada. It seems just about EVERY state in the nation has pastel-colors on a white background. It's really difficult to tell one state's plates from another's unless you're right up on it. What's worse is once we entered Manitoba, their plates are also bluish, greenish pastel colors on a white background, we completely blended in even in a different country. I miss the old days with the red plates and white text. Back when I was a kid, our red plates got attention, they really stood out. We were proud to be different back then. I say bring back the old red plates!
