With the exception of the area around Fayetteville/Springdale/Bentonville/Rogers, northern Arkansas is very rural. There aren't that many four-lane highways like US 60 or I-44 in the Missouri Ozarks. However, the Arkansas side of the Ozarks are incredibly scenic and beautiful, along with wild...if you are lucky enough to draw a tag, you can go wild elk hunting along the Buffalo River. Not sure about taxes/housing, but I doubt there is much of a difference. The culture in Arkansas, even northern Arkansas, is more southern than the Missouri Ozarks (as Arkansas is a true southern state), which you may like if you are coming from Louisiana.

You shouldn't have any trouble finding what you're looking for at around $100K within an hour of either Springfield or Branson! I spent several years checking out the area before I figured out what I wanted, and am happy to help others do the shortcut method......!

But...there's rural...and there's...RURAL...

I lived in NW Arkansas (Fayetteville/Springdale/Bentonville corridor) many years. Its a nice place to live, but with much more traffic and higher home prices. Lots to see and do though!! I agree outside of the 4 cities the rest of Northern, AR is very rural.
