Default Highway 98 traffic lights

Who is the right person/office to talk to about traffic light timing on 98?

My concern (gripe) is about the light at Whispering Pines (I think thats the road...where Riviera Power is located) and 98 and the light at 64 and 98. Specifically late at night. I've recently had to travel down 98 several times around midnight and if you get caught driving on 98 by these particular lights, it seems to take forever to get a green light.

My question is how can we get these two lights to have a different timing sequence at night when there is little traffic? Some areas...such as Fairhope...turns a lot of their lights to flashing yellow late at night. Gas is too expensive to burn sitting at red lights for no reason.
