Has to be a FALSE FLAG.... No one could really do that could they?? (I havent ever heard of it happening before)

Somebody has a strange sense of humor. People have done this with electronic road signs in some places.

A long while back, a couple of nerd/hackers with a wacky sense of humor had some guy made up to look almost exactly like "Max Headroom", naked and they spanked his backside with a huge steak and they broadcast it under high power, enough to over ride the TV stations signal they showed this scene on two popular TV stations in prime-time for about ten or so seconds then it went back to regular programing.
I don't think they ever got caught.
This was many years ago and I think it was in Chicago that they did the hacking job.
I saw a censored version on the news and it was somewhat funny I guess.

What would motivate someone to hack the emergency system. Just so they can say they did it.

Yes and the liquefied brains happened to be the fermented brains from the Max Headroom, incident.
