Too cold for anyone out there, especially in the wind. Be careful though, people who are cruel to animals can be psycho.
Being a female dog, she is like any other typical female, and "must" have a different coat for each occasion. The last picture was her sneaking around in the woods, hunting apparel. This is her "Going out" coat.
Personally I would bring the dog inside and give it a nice bed and some food, maybe a hot toddy and then go chain the owner to the tree in -32 weather with no shelter and food.
But that's just me.

To the OP: If it were me, I would be calling animal control daily, and if they didn't respond, I would do as someone else suggested and call law enforcement.
In the meantime, document, document, document. Pictures, video (if possible), and a daily log of temperatures, where the dog sleeps, how much time (if any) he gets to spend indoors, how the poor little guy wants to come in your house, what the neighbor says to you, etc., etc., etc.
Someone has to speak for the animals. You will also be setting a (good) example for your child.
Yep. There is no animal control agency on earth who could care less about the poor thing. Time to mysteriously rehome it.
For a while I kept track of what happened to dogs taken in raids by animal control and 'humane society' agencies: about 10% of adults and 30% of puppies die in custody, of neglect or mistreatment. So, yeah. You're absolutely right.
I have a cat in my garage right now that never wants to see their prior owner again and she was smart enough to adopt us (and I'm not particularly fond of cats- but I do have a conscious).
If you decide that you don't want the cat, please contact me before "disposing " of it.
Sorry I haven't responded, been busy with snow and grandkids. After calling numerous organizations, I did find one that is willing to come out the next time I see the dog left out in sub zero temperatures and as long as I have documentation, they will remove the dog.
