Not nessesarily.
Vermont is even less restrictive on the conceal carry laws. You can open carry OR conceal carry without a license. As shown by this map
http://www.moccw.org/map.html "Shall issue" means that they will give you a license after passing the requirements and "may issue" means it is up to the descretion of the issuing officer.

Ok, when most people talk about concealed I assume they mean not in the forest but around the cities or county where other people are. I think it's kind of obvious that when you're in the woods it's not an issue BUT that being said I do remember someone getting busted for a CCW violation up the north fork or around Hungry Horse dam road a few years ago. From what I remember it's was a strange dude to begin with so I'm guessing they wanted to bust him anyway.

Careful about this though...the FWP and USFS have members within their ranks that tend to come unglued if they see a sidearm underneath a slicker or other article of clothing. I have heard of this happening more than once.

If you decide to carry openly, make sure you are very well versed on the regs and keep an eye peeled for any businesses that have a sticker on the door concerning whether firearms are allowed. Of course, the regular rules about gov't facililities, schools, places that serve alcohol etc. need to be observed in open as well as concealed carry.

Actually VT gun laws are definitely less restrictive then MT. They are almost identical except for a concealed carry. You don't need a permit (resident and non-resident alike) to concealed carry in VT anywhere in the state except state institutions(court houses, schools, etc.). I have one problem with this setup in that with so many states recognizing concealed carry permits from other states it would be nice to have a permit when traveling. Although I used to carry in VT, I just moved to MT and because I don't have a permit I cannot carry here for 6months until I get a permit. Alaska seems to have the perfect setup. You don't need a permit to carry concealed but you have the option to get one for reciprocity while traveling to other states that recognize Alaska's permit.
