Maybe if I applied for a job and they saw a lot of out-of-state work experience. But then, I've been rejected for jobs for a lot of reasons that had nothing to do with qualifications. Politics, yes. Someone giving a job to a friend over me, yes. Someone giving a job to another person of the same religion over me, yes. But, the way I look at it, if I apply for a job, I'm pretty much giving you a guarantee that I will be the best employee you ever had or ever will have in that job. I have never asked for a raise in my life because I don't have to - employers don't want to lose me and so go out of their way to make sure that my compensation is competitive. If some numskull gives a job to someone else over me when I am the better candidate, that's their loss, not mine. A person who would make a stupid decision like that will surely make other stupid decisions, and I'd rather not be around to clean up what comes out the other side of the fan when that happens.
Same with personal relationships. Do I really want to be friends with someone who would rather I move out of the state even though I might agree with him in every way that matters so that he can be neighbors with someone who, although a native of Montana, disagrees with everything he believes in? No, I do not want to be friends with that person. No loss on my part.
Luckily for me, I've yet to meet any of these types of people. Here's hoping that your luck increases and you stop running into them too!
