It's an urban legend with several variants, but it's still funny as hell

snopes.com: Policeman Outruns Car

Here's another variation I found amusing:

A man was driving on a snowy stretch of road in Alberta, it was a nice day but then it started to snow, the snow was very light and fluffy and got worse as he drove on and he was driving directly into it.

He slowed because he couldn't see very well and wanted to avoid an accident, so he strained to see forward through the snow.

Suddenly there was a knock at his window and it scared the crap out of him. Apparently he wasn't even moving, he had taken his foot off the accelerator and the car was not moving or barely moving but the effect of the snow rushing past made it seem like he was driving quite fast, the officer just walked up to his window and knocked on it to ask he was OK.

One snowy night outside of Great Falls...
It took me two and a half hours to get from Great Falls to Stanford.
I was driving an AMC Eagle SX/4!
