There are several places to look.
Try googling (I've been told by the mod that I can't post links)
The Sidney Herald
The Roundup (published in Sidney and Williston)

Many apartments in Sidney are rented via real estate agencies. Ask Montana East Reality in Glendive if they have anything or can recommend an agency in Sidney.

Call the Richland County Economic Development office (a private, non-profit) also known as RED.

Nearby towns do not have newspapers, however Williston is not too far away and you can checkout the williston chamber of commerce's newsletter or the Williston Herald. Also, KUMV is an nbc afilliate who is out of Williston and does cover Sidney so their website may have some leads for you as well.

Finally, just curious, what is bringing you to Sidney? Many industries have some housing opps ....let me know and I'll be glad to direct you if any such thing exists.

Oh, btw, craigslist use is nearly nonexistant as you have found in eastern montana...however if you mention how far you consider "close" there are some heavily used forums that may provide leads for you as well.
