Yes, people put up Christmas lights on their homes and there's public Christmas decorations the city puts up all over downtown and the malls have the typical decorations and Christmas music. It does feels like Christmas.
Historically and traditionally, Quebec is a very Catholic society. It also tends to have cold and snowy weather in December (though not yet this year).
