I never saw rodents in Montreal like I see in Vancouver, so I don't think it's a problem that's really especially endemic to a city with such cold winters, but yeah I can imagine it'd be a problem if you live in an area of town with alot of run down old buildings. So I wouldn't say the city has a rodent problem, no, but maybe some specific neighbourhoods might if the buildings aren't being looked after properly.

Montreal doesnt have a rodent problem, sure if you traverse some back allies you might see a few particularly behind restaurants. but nothing thats going to make you feel like the city is infested with rats.
