It appears it will be 2 lanes for the spinoffs on 705 and Mileground (you'll be able to go through from one to the other on 2 lanes) with the ability to go around to one lane spin offs for Eastwood and Willey Street.
A pretty ingenious design that should be quite adequate.

I don't know if things are different in West Virginia but in Wisconsin roundabouts can be downright scary. Either you have somebody blasting through or someone going 5 mph not knowing what the crap to do. It doesnt help that they have them all place and especially at the end of freeway offramps.

I'm used to them from having lived in the NYC area. The big thing is getting used to using them. Once that happens, they are the most efficient form of getting people through intersections. The scarey part is while people are learning to use them.

I'm a bit concerned about the Jersey kids (those who are likely to blast through the roundabout) and the WV farm kids (those who will go 5 mph) given that this town has a fairly large percentage of its population in constant flux. But, can't criticize 'til it's built and in operation...

The Jersey folks will be able to use it with ease. It's the folks from West Virginia and nearby areas who will have to learn to properly use it.

Will phase 2 begin in the winter with the adding of 2 lanes on the mileground road?

Not sure when Mileground will start. They'll be adding 2 lanes to Hartman Run Road, and one on down the hill to Point Marion Road.
