This seems a bit ridiculous. Is the increased cost driven by the high number of rental units in the town?

It is lower in cost of living for health care, food, and most other variables. It is higher than the national average in housing cost because there is a high demand from people to live here. It must be due to the fact that our economy is among the best in the country and the many other wonderful amenities that come with living here. A lot of people from Pittsburgh are moving here just to get away from that craphole and still be near family.

Yeah...I just bought a home last year and swear that the comparables listed on trulia have already increased significantly. Supply and demand is roughly what's happening...good for owners/bad for buyers.

Thing is... you can buy a home here and basically be assured that it will go up in value. You're going to have to be lucky to do that in Ohio. Ohio does not have many Morgantowns these days.
Come here and drive around, and you will see why. This place is booming on several fronts. There is quite literally construction everywhere. We're keeping half the contractors in all of West Virginia busy here, as well as those in southwest PA and western Maryland. We even have crews from Buffalo, NY working here now, and that doesn't count the gas well activity that has many here working from Louisiana, Oklahoma, Texas, and Kansas. Our hotels and restaurants are full up.

If there is so much construction, why do you think the city had an $800,000 budget shortfall expected this year and next ($1.6 million total) from less than expected construction taxes? That much construction should have led to better than expected collection, right? It just doesn't seem to make sense.

Construction is everywhere. The budget shortfall is due to incompetence from the municipal and county government, as well as underfunding from Charleston.
Your logic is stupid. Morgantown has a very high growth rate, and new consturction goes in accordance with this. I wish it didnt. It is ruining the character. I liked Morgantown as a small college town and not the sprawl mess it is today.
WVU is buying property everywhere which takes the properties off of the tax sheets. Additionally, we are in the process of getting rid of a conservative city government -- one that, like all conservatives, refused to raise taxes in spite of increased costs, artificially creating a deficit.
