Morgantown is a college town. Parking is almost never free. The cost for parking is 75 cents per hour at meters or open lots, which is actually reasonable for a city with a downtown as busy as that in Morgantown. I believe the parking garages are less than that, but I don't know the actual cost.
The downtown area is very walkable, and either Blue Moose or Panera would be easily accessible from the open air lot or from the parking garage on Spruce Street, as well as from parking meters located curbside. We pay for parking 24 hours per day downtown, as is typical in towns with large universities. The lots and garage have machines that accept credit or debit cards to pay the fee, as well as cash.
If you'd prefer free, you could park in lower South Park, on Cobun Ave or the surrounding streets. However, I'd rather pay the dollar or two to save the 5 minute walk, especially in the evening. There are other places (off Forest Ave) but dense student neighborhoods are not good if you like your vehicle and wish to keep it free of bumper-bumper "bumps" and other cosmetic defects.
If you want to not pay, you'll have to wait until after 6 to find a non-24 hour WVU lot. Otherwise, you're going to have to pay. It's $0.75 an hour in the lots, and all you have to do is go to the pay station, choose your stall number and time, and pay (they accept credit cards!). Honestly, when looking at the total cost of things, paying for parking isn't bad at all.
If you're going to Blue Moose, park in the lot on the corner of Pleasant and Spruce (across from the WesBanco drive-thru). You can also park in the parking garage at the Public Safety Building. For Panera, park in the lot behind Massulo's or the Mountainlair garage.
Go to Blue Moose. I like Panera and all, but Blue Moose is my home away from home. Best coffee (IMO), different vibe, and interesting people (not just students). If you want another good, local place to go to, try the Grind across from White Hall, next to the Book Exchange.
