I know it is probably an easy question, but for the life of me I can't seem to figure out the difference between "Total Estimated Borrower Settlement Charges" and "Total Estimated Funds Needed To Close".

The seller could be paying some of the settlement charges bringing the funds to close down. Also, you have earnest money that you put down which should also lower the cash to close.
