Work with your Lender. Will they accept a Roofer's Certification that the DR is in small spots? Can you get someone out there to "spot-fix" it at a low cost? Is spot-fixing a Thing?

This may be more a thing about a Lender's Underwriter's fear than it is an actual VA issue.

do you have to have active termites to fail a pest inspection for the va what are the rules

It's not only termites but any wood destroying insect pests. That can be termites, carpenter ants, powder post beetles, carpenter bees, etc. For treatment there would need to be active infestation or sometimes evidence that there was serious previous infestation.
