How has "lenders declining mortgage applications" caused a housing crisis?

What housing crisis are you talking about?

Anyway, lack of lending creates pressure on the rental market. New home development stalls as people with good credit have more difficulty getting out of their current home/first time buyers cannot get loans. Apartment complexes face a whole set of issues due to size, location restrictions, zoning, etc, which further can constrain supply, so they are not the best supplement.

But again, not know what housing crisis you speak of, all I can think of is the rental market.
